In 2001, the Government of Quebec published a report titled « Les orientations gouvernementales en matière d’agression sexuelle » (“Government guidelines on sexual assault”) which proposed a coordinated response to better address sexual violence. In particular, the report recommended improved access to specialized treatment, as well as the need to assess the impact of such treatment to prevent sexual recidivism. This recommendation was implemented in 2008 when the Quebec Government approved the creation of the specialized treatment program (PETRAAS) at the Percé Detention Facility in Quebec, Canada. The project was launched two years later, with the goal of addressing the absence of such treatment programs in provincial correctional facilities. Although rehabilitation and community reintegration are stated objectives of Quebec’s coordinated effort to prevent sexual violence, in Quebec, virtually no evaluative studies on this topic have been undertaken. Since PETRAAS opened in 2010, more than 500 inmates have passed through the Percé Detention Facility, and yet there is no evidence of the program’s effectiveness in reducing recidivism. Using a prospective longitudinal study, the impact of this program on recidivism rates was therefore analyzed. Although sexual recidivism rates were found to be relatively low, contrary to what has been observed in other evaluation studies, the results do not support the conclusion that PETRAAS has significantly impacted general and sexual recidivism. The policy, clinical and scientific implications of these results are presented and discussed.
